Since 2019, José was appointed the President of the Technical Committee of Non-Profit Entities proposed by the Technical Council of Public Accounting, Colombia.

Trained as a professional civil servant, José has consulted on legal, political and economic issues as well as the processes of regional and global integration, with specialised knowledge in the area international, public and private cooperation.

He has held various roles as advisor, director and consultant within Commissions and Offices of the Colombian Government between 1983 and 2004, including foreign relations, communications, bilateral integration, international cooperation and institutional strengthening.

He has served as a university professor for more than 22 years and authored a number of papers. He holds a degree in International Relations from the Jorge Tadeo Lozano University of Bogotá-Colombia and a Masters in Political Science from Pontificia Universidad Javeriana, Bogotá- Colombia.

Richard is a Certified Public Accountant and Specialist in International Management from Colombia’s Universidad Central and Pontificia Universidad Javeriana respectively, brings extensive experience in auditing, internal auditing, and financial reporting for international cooperation projects. As an expert in XBRL technology, he plays a key role in the technical committee of the Accounting Documentary System of the Technical Council of Public Accounting, where he oversees the system’s electronic implementation and the translation of XBRL Global Ledger taxonomy.

Richard is also involved in financial reporting automation projects, leveraging emerging technologies to improve accounting workflows.
